Asja Draca Muntean | Assistant to the Minister
Ms. Draca Muntean was born in 1978, in Belgrade. She graduated from the 5th Belgrade High School and from the Faculty of Philosophy of the University of Belgrade – Department for the History of Art. She is currently a student at the Master Studies at the Faculty of Political Sciences of the University of Belgrade – Political Science – International Studies: Peace Studies module.
She works in the Ministry of Culture, Sector for International Cooperation, European Integrations since 2004, at first as a Senior Expert Advisor for international organizations’ cooperation development, and then as an Advisor for European Integrations. From 2008 till 2009, she was the Lead of the Group for Multilateral Cultural Cooperation. She was appointed Independent Advisor for International Cooperation and Development Projects in 2009. In May 2014, she was appointed Assistant to the Minister for International Relations and European Integrations.
National Coordinator for the Council of the Ministers of Culture for the South East Europe since 2008, and Coordinator of the Serbian Presidency in 2012;
Chairperson of the Working Group for Culture and Society of the Regional Cooperation Council;
National Coordinator of the Council of Europe Regional Programme on Cultural and Natural Heritage in South East Europe, responsible for provision of numerous European Commission donations for cultural heritage preservation (Rehabilitation of the Franciscan Monastery in Bac, Suvaca in Kikinda, archaeological sites of Gamzigrad and Justiniana Primа);
Regional Expert of the Council of Europe for the analysis of cultural heritage in Serbia (2013);
A member of the Serbian Delegation in the International Holocaust Remembrance Alliance, in charge of the UNESCO’s Regional Project “Reconstruction of the Permanent Exhibition of the Auschwitz-Birkenau State Museum in Poland”;
Serbian Representative and Coordinator of the Serbian Presidency of the Regional UNESCO Initiative “A “Bridge” Towards a Shared Future” and an organizer of the 9th UNESCO Regional Summit of the Heads of State of the South-East Europe for the field of culture in 2011;
She initiated ratification of International Conventions and introduction of international and European standards in the field of culture, and specifically: European Convention on the Protection of the Archaeological Heritage of the Council of Europe; Framework Council of Europe Convention on the Value of Cultural Heritage for Society, and the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage;
She was initiator for Serbian accession to the Enlarged Partial Agreement of the Council of Europe on Cultural Routes (in 2012) and in charge of the coordination of this Agreement;
Rapporteur for Culture and a member of the negotiation group for Chapter 26 – Education and Culture;
She took part in numerous negotiations processes leading to conclusion of bilateral agreements, programs and Memoranda on Cooperation in the field of culture and arts and in the realization of the negotiated agreements.
